A lead-generation strategy is a sequence with an owner for each step. A list of ideas is not a strategy. Florida shops that skip sequence buy ads into a dead voicemail box, or they publish town pages before they claim Google Business Profile.
Step 1: define the job and the ceiling
Write the services you want, the towns you will drive, average ticket, close rate, and max cost per booked job. Without that, every vendor can declare victory.
Step 2: measurement
Unique numbers or dynamic number insertion. Forms that pass GCLID or UTMs into the CRM. Disposition codes: out of area, wrong service, booked, lost. If you cannot do this, pause new spend until you can.
Step 3: Google Business Profile and the site
Claim, verify, categories, services, photos, reviews. Align the website NAP and service pages. Load under two seconds. This is unpaid demand you will still need when ads pause.

Step 4: paid capture
Google Ads on the services from step 1. $0 agency fee, often around $5,000 per month in competitive Florida metros. Call-only for true emergencies. LSAs if eligible. PPQL if you want to pay per graded call instead of per click.
Step 5: SEO as the compounding layer
Local SEO at $3,000 per month with a 90-day Top-3 Map Pack target. Use ad search terms to decide which pages to write. Do not promise a date you will sit at #1.
Step 6: response and nurture
Live answer during business hours. Missed-call text-back. Estimate follow-up. SMS and email to past customers for maintenance and referrals. That last piece is a strategy most “lead gen” retainers never touch, and it is the cheapest demand you own.
Offline still exists: yard signs, truck wraps, builder relationships. Put tracking numbers on them or they will steal credit from Google.
When the board is full, the strategy is to pause paid capture and keep SEO. When storms hit, the strategy is to raise budgets only if you can staff and your licensing is in order.

Owner or GM: capacity and pause decisions. Office: answer rate and dispositions. Marketing or agency: account structure, negatives, GBP hygiene. Sales or estimator: follow-up cadence. If one person is all four, write that down so you know why nights fail.

Second and third quarter HVAC: raise repair capture, keep replacement pages warm. Hurricane season: roofing and tree only if licensed and staffed; otherwise you generate complaints. Shoulder months: SEO and customer-list maintenance carry more of the board. A strategy that spends the same every month ignores the state you work in.
When to refuse demand
Wrong ZIP, wrong ticket, storm work you cannot warrant. Lead generation that cannot say no will wreck reviews. Negative keywords, GBP service lists, and a CSR script are strategy, not “customer service extras.”
Write the sequence on one page and date it. Review it when a vendor pitches a new channel. If the pitch skips tracking or the phone, it does not belong in this quarter. Strategy is a filter. That is the difference between this post and a list of ideas.
A Florida plumbing example
A Tampa plumber with three trucks wants more water-heater replacements and fewer $99 cable jobs. Step 1 sets a higher cost-per-booked-job ceiling on replacements only. Step 4 splits ads so emergency stays call-only and replacements hit a process page. Step 5 builds the replacement page into Maps. Step 6 texts last year’s heater customers before winter in North Florida and before storm season in the peninsula. Same company, different sequence than a roofing outfit chasing insurance work after a hurricane.
